Why This Matters

The European Union (EU) has, in the space of a few years, enacted some of the most consequential health data and technology legislation in the world — the General Data Protection Regulation (GDPR), the European Health Data Space (EHDS), the Network and Information Security Directive 2 (NIS2), and the EU Artificial Intelligence Act. These are not distant policy documents. They are already shaping what is expected of every clinician who works in a connected health system — which, increasingly, means all of them.

At the same time, health services across the EU are under real pressure to digitalise: electronic health records, telehealth, AI-assisted diagnostics, remote monitoring, interoperable patient data. The tools are arriving — often faster than the training to use them well. Within the next few years, a performance gap will open between clinicians who can work confidently and safely with digital tools in clinical settings, and those who cannot. That gap will affect the quality of care patients receive.

Most clinicians have not had formal digital health training. Not because they lack commitment — but because it has never been systematically built into medical, nursing, or allied health education the way clinical skills have. That is the gap ODEON exists to close.

This assessment does not assume you are an expert. It is designed for clinicians at every stage — from those just beginning to engage with digital tools, to those already leading digital change in their organisation. What it offers is an honest, structured picture of where you stand across the six capability domains that matter most in the EU clinical context — and a clear path forward. We hope it is useful.

About the Assessment

Built on internationally recognised frameworks — the WHO (World Health Organization) Digital Health Competency Framework, the EIT Health (European Institute of Innovation and Technology — Health) Competency Model, and FEDIP (Federation for Informatics Professionals in Health and Social Care) professional standards — and grounded in EU regulatory requirements: the EHDS (European Health Data Space), the EU AI Act (European Union Artificial Intelligence Act), NIS2 (Network and Information Security Directive 2), and GDPR (General Data Protection Regulation). Every domain and every question is contextualised for the EU clinical workforce. This is not a generic digital literacy tool — it is built for clinicians working in a regulated, increasingly digitised European health system.

Strategic and governance-level certification for department heads and digital health leaders. Covers Digital Health Strategy, Cybersecurity Leadership, and Digital Health Research Methods.

The Six Competency Domains

Health professionals uphold professional standards, ethical conduct, and regulatory compliance across digital environments.

B Digital Health Leadership & System Transformation

Health professionals advocate for patients, champion responsible digital health use, and engage with EU digital health policy and organisational strategy.

C Data Quality & Information Governance

Health professionals capture accurate health data, understand how it is governed and used, and treat data quality as a patient safety obligation.

D Person-Centred Digital Care Delivery

Health professionals use digital tools to deliver safe, person-centred care — including clinical decision support, telehealth, and EU cross-border coordination.

E Data Security & Cybersecurity in Healthcare

Health professionals recognise cyber threats, apply safe digital behaviours, and meet their regulatory obligations to protect patients, colleagues, and their organisation.

F Artificial Intelligence in Clinical Practice

Health professionals develop AI (artificial intelligence) literacy, understand ethical and regulatory obligations, and engage critically with AI — whether or not it is currently used in their clinical setting.
